[Bigdata-developers] signal handlers

I propose to fix ticket 119, removing the signal handlers from the
bigdata services, extending the BroadcastSighup tool to handle the
functionality and updating the scripts to use the tool. Diffs are
atteached to the trac issue:

I propose to commit the changes after the lexicon changes are committed.
