basically everything that does not fit in the main part of the element 
itself...

I think we need to be clear about what we are going here.  From my 
understanding of the story, Dubin Core is designed to describe the basics 
of a resource, in the AVH/HISPID scheme of things, a file.  Thus I think it 
belongs in the file head stuff, describing the hispid file as a whole...

At this stage I am not convinced that it is applicable for each element, 
but I am willing to try and be convinced... :)

I guess the question Greg is asking is, should we explicitly invoke the dc: 
namespace for these metadata elements, or just use our own version of 
compatible elements that can be translated to dc: when and if needed?  any 
views?
