#9 Migrate query protocols to DIGIR

Migrate the AVH query and deliver protocols as quickly
as possible from current implementation to DIGIR
(digir.sourceforge.net).

This is needed for compatibility with existing global
biolobical collections datgabase initiatives (GBIF, etc.)
and will be in line with and take advantage of current
TDWG/CODATA/ABCD development efforts.

I do not think we have a real choice in this one - i has
major implications for the future of HISPID as the data
structure and content specification. We will be
attempting to ensure that all hispid functionality is
accommodated in any future data standards
specifications.
