#8 Realistic precision display

Create option for precision display that displays circles
or bounding boxes (which is preferrable?) that are
realistic in dimension to the stated locality precision
rating.

There should be a minimum size for the locality symbol
so that it does not vanish completely at continental
scales. The minimum size should be similar to the
default locality icon.
