[bidwatcher-devel] Timezone changes

Hello everyone,
I noticed a problem in the "end time" determination in bidwatcher
(File: helpers.cpp).

I realized this problem already last week. But the developer access
to SourceForge didn't work, so I couldn't update the files till now.

If anyone wants to update: the problem should be fixed now.
