In order to make debugging easier, I think it is acceptable to forget about
the minor SecurityExceptions that occur during the reading of System
properties by using the following policy file. It is trivial to clean this
sort of thing up later.
This lets you use -Ddebug=true -Dtrace=true with all of the other (major)
restrictions still in place.
