#10 QSS support for layer > 1 panels

How do I set the panel when it's set to say:

Layer=3

To not use transparency?...meaning I want it to look like it does when I'm not using layer= in my config.

ARGB=false

should be default though.

Qss themed ARGB windows are currently not reliably possible, problem in Qt - i'll remove the hardcoded ARGB painting once that works upstream. Promised.
