Sctl needs to be able to backup and restore a list of
frequencies and talkgroups to/from a file on the computer.
Something like:
sctl dump A banka.dat
...would download a list of all the frequencies and
talkgroups (if applicable) on the scanner's bank "A" to
a file on the computer called banka.dat The file
should be plain text so users can read it's contents.
sctl load A banka.dat
...would upload a list of all the frequencies and
talkgroups in the file banka.dat to bank A on the
scanner -- overwriting anything that is currently in
the bank.
What would be really good would be that collections of
frequencies could be shared with other people or put on
a website, like "chicagopolice.dat" "washington.dat"
etc that would contain frequencies for an area...
saving the user the trouble of entering freqs manually.

Partially implemented as of 0.2.0. Still not fully
implemented however -- see the format.txt to find out what
is implemented currently.
