#12 'Newlines and URLS' makes paragraphs not line breaks

Provide the option to make the 'Newlines and URLS'
convert breaks into <p>aragraphs instead of <br />eaks.
I think in the coding, you'll also have to add a <p>
before the whole post and after the whole post, so that
it makes a complete paragraph; ending and and starting tag.
