#21 blank page on install

I'm suing debian unstable, so apache 1.3.33-2 and php
4:4.3.10-2, with mysql Ver 12.22 Distrib 4.0.23, for
pc-linux-gnu (i386)

the install page says my permissions are good, i click
next, enter in the info it asks for, click next again.
it gives me a blank page. the install trouble shooting
suggests suggest looking at the php and apache logs,
but i don't see any php error logs and there is nothing
relevent in the apache log.

any suggestions on how to proceed are apreciated.
