#1 4th revision/exclusion support

I had problems with the regex matching successfully
accross different $MAILER's. This patch checks
$MAILER for mail.local or procmail and runs the
proper checks to pull receiver. It supports switches
for mail.local from sendmail 8.6 to sendmail 8.12.5
and procmail 3.22 using the -d switch to specify
receiver. File exclusions are in this and all future diffs
as it was a simple modification. The procmail method
may need some work to support something other
than -d recipient. At this point, I'm pondering
supporting a legacy flag (set by default) that will allow
backwards compatability by default and support
recipient exclusion and passing batemail switches
directly so that I can use uniform code to support the
various mailers.
