The PowerPC Mac Emulator might be possible. The main thing missing is the Memory Management Unit in SheepShaver. You could try using PearPC to get it working, but there is no guarantee that it would work with that old of Mac OS X. As for getting a NeXT emulator, that would require some more work. The chips are completely different and thus would require a lot of re- write. My advice is ask the Qemu mailing list about this. While their m68k emulator is different than Basilisk II's, Qemu is capable of implementing different computer architectures on the same processor base.
