[Bashdb-devel] Release 4.0-0.4 around April 10th

Now that bash 4 is becoming more prevalent folks are noticing a problem that
was fixed late last November. And there was another small bug in switching
between the "next" and "step" commands.

So I'm planning a release around April 10th.
