I couldn't ever get the local-infile option to work either. I ended up = having to compile from source (which is much more fun anyway ;-D). As it is now you can not delete protocols through the web interface. If the protocol is not used by anyone you can 'reuse' it by changing the name and associated files to something meaningful rather than creating a new protocol.
