Installing VLC for development

Install VLC 4 using a VLC4 installpath.
Rename the VideoLAN/VLC4 dir to VLC4temp.
Install VLC 3 using a VLC3 installpath.
Rename the VideoLAN/VLC4temp dir to VLC4.
Copy VideoLan/VLC3 to VideoLan/VLC
Fix the shortcuts on the desktop if wanted.

To Switch to VLC4:
Remove or rename VLC.
Copy VideoLan/VLC4 to VideoLan/VLC

Turning off 8.3 name generation.

Many applications break.

fsutil.exe 8dot3name query C:
fsutil.exe 8dot3name set C: 1
fsutil.exe 8dot3name strip /f /s /v C:

fsutil.exe behavior set disable8dot3 1
