#9 -b option does not seem to work

I am trying to use the following:

balance -b 10.1.1.1 80 10.1.1.2 10.1.1.3

I have 4 different subnets on this host and need to
balance a port from a subnet to a group. Whenever I use
the -b option it does not balance to 10.1.1.2/3 it
keeps the request for itself 10.1.1.1.

balance 80 10.1.1.2 10.1.1.3 -> This does work.

Why is the -b option not working?
