ability to set a duration for each group (or perhaps at a
channel level) for which
if the connection over channel x is refused or times out,
it would be marked disabled for the duration specified.

something like "deadtime <seconds>" to specify a new
channel deadtime for current group.
"deadtime 0" could be used to disable this setting.
