#1 BadChannel initialization fails on Win9x

Configuration:

Win9x
mIRC 5.7
badchannel.ini larger than 64Kbytes

Steps to duplicate:

1. Launch mIRC
2. execute the /init alias.

Symptoms:

mIRC locks up, must be terminated through Windows.

Diagnosis:

Windows 95 and 98's INI file APIs continue to enforce a 64Kbyte limit on the size of INI files. I'm going to have to rewrite the INI file APIs to get around this.

This should be fixed in 0.5 beta release. Untested, please test.
