Is it possible to talk to a device, knowing its device id, network number, and IP address, without doing a WhoAmI on it? Or is the WhoAmI required always? The network setup here is very complicated. There are a lot of subnets, and it's not possible to get IP broadcasts from one subnet to another. I know what all the devices are, though, all I want to be able to do is use Bacnet4j to read/write values on them.
