#4 bacserv not detected by ip config or whois

I tried running bacserv and it wouldn't show up under ipconfig.
I then configured BBMD and Foreign Device environment variables with the default IP address and did a device discovery. ( all on the same machine)
It shows up as zero device. Not sure what I'm missing here.

Your help would be much appreciated
