#81 Comment options

Admins should be possible to view a list of all
comments (and browse them changing their sort order by
name, ip, or date).

It should be possible to designate an email address
which will get alerted when any new comments are added
to the site.

The comments should be configurable so that anonymous
posts are hidden by default and approved by commentAdmins.
