GAIM is a MSN Messenger-like software running on
Linux and Windows. (See gaim.sourceforge.net). It
allows to create plugin for various protocols :
Hotmail, Yahoo and the likes.
It would be convenient to have an APRS plugin, to
send UI frame using GAIM.

What you request is a seperate tool.
Since we talk abt APRS, this feature request could be better
addressed to people programming aprsd, javaprsd, diginet,
perhaps xastir, etc..
On the other hand, i also thought abt daemon that
virtualizes the aprs type "messages" and / or "bulletins".
For e.g. to join "convers", if strongly needed (imagine
connections over aprs for emergency networks). I also
thought abt. interconnecting serives for our ham-pager (i.E.
we have WX stations with reports in both, aprs and our pager
system).
I think this idea for a tool needs further investigation,
but imho it would be better to start it as new, seperate
project from the ax25apps/-tools.
About UI-Frames: Another thing i do is dxcluster broadcast
with a shell script, which on one side connects to the
dxcluster, and on the other side of the pipe sending the
information we receive from the cluster via the "beacon"
client as UI frame to "DX" on the user-Access of our
digipeater..
