This can be redundant proxy behaviour. Two or more proxies
handle traffic for a large number of (private) IP adresses
behind the proxy. Because of the redundancy provided, both
proxies are used in a round robin fashion.

The hostname of the IP addresses does not really suggest
a 'public' or 'ISP' proxy. It might be a company with two DSL
lines or so load balancing them using a proxy.
