#34 Attempts to publish with no attached project

"AWS Toolkit plugin attempts to publish to the Amazon EC2 Cluster server even if there is NO Eclipse web project attached to the server. It starts an instance in EC2 that has to be shut down manually from the AWS console. It should NOT attempt to publish if there is NO attached project."
