#116 Add hardware encoding support for the Lavcodec VP9 DXVA2 codec

In AVIDeMux 2.8.2 (2022-10-24), when saving video to the Lavcodec VP9 DXVA2 format, there is a slight load on the CPU (~8% for Avidemux Video Editor process for 1st phase, !14% for second phase), GPU and HDD. At the same time, a 35-minute video with a resolution of 1040 × 784 px is encoded for an several hours. I think this is too long for such a video.
