#1 Add email notification to calendar submit form

Request from Bob : When someone submits an event to the calendar, the system should send a notification email.

Work needed :
- add one field to the admin preferences page and DB
- add code and triggers to the submit form (user, not admin)
- add code to generate and send the email.
