CVS code seems to address this pretty well, however, the ACK scan
(rfc793.c) still breaks the parallelism of our scanning.

I'm going to wait until the options structure is updated to address this
issue.  I am leaving the bug assigned to me, but open.

CVS fix.  Should work for 1.2.2.
