#890 New PDS4 reader needed

For quite a while I've been using a PDS4 reader which supports Java 8, because they have moved on to newer Java requirements. In-Sook has a PDS4 reader she uses, but I've lost track of the source and it was somewhat embedded within their system.

I vibe-coded a reader earlier this week with ChatGPT and I believe I have it supporting all the files the old PDS4 reader supports, using a single, independent java class.
