I really do think the most straight forward approach is to just
translate the entire document.  When source change that change
the document, then the translator sees the change in the context
of the entire document.  Trying to generate the doc in a different
language seems like it induces more problems than it will solve.
But, hey, give it a shot.  If it saves effort, great!!
