#17 client side unknown commands

Currently on AustNet we get the messages "Warning: Please note `/msg NICKOP@austnet.org' and similar commands are deprecated. Please use the inbuilt /NICKOP, /CHANOP, /NOTEOP, etc. functions, they are much more secure!'" when using such commands.

This is clearly brain dead behaviour, as it assumes clients turn unknown /commands into raw messages. Clearly not all clients do this, so telling users to use commands which will result in an "unknown command" is bad.
