#1 Menu component

We need an AMenu component (using JMenu). For R1 we can just tack it on the AApplication. We'll also need to figure out how to tack the actions into a CodeBehind.

Done:
Menu components can be added to the XML as a child of an Application component
Menu components can have submenus
Menu components can have action items which tie into a CodeBehind (or we can do commands)
If we go the CodeBehind route there should only be one CodeBehind for the entire menu.
