[Audacity-manual] Effect menu page

it appears that the menu image needs to be updated;
- it says “Audacity” but the latest build shows “Built-in”
- it has a “LADSPA” submenu, but since we’re shipping SC4 disabled, that submenu doesn’t show up in a virgin install.

I could live with the LADSPA submenu since SC4 is shipped but not enabled.

But showing “Audacity” instead of “Built-in” is a P1 IMO.
