In poedit, the command is "View > Show automatic comments window". So for "hh:mm:ss + NTSC drop frames", the comment says " Name of time display format that shows time in hours, minutes, seconds and frames at NTSC TV drop-frame rate (used for American / Japanese TV, and very odd)" What I think the "drop" and "non-drop" for NTSC means is that "non-drop" is 29.97 feet per second. "Drop" allows for use on systems that only work at 30.00 feet per seconds which means frames have to be dropped (removed) to keep synchronisation.
