The main "use" of Screenshot Tools is probably when asking for help, or providing help. I don't think that it's really a "View" function in the same way as other View menu items as it's not about making something visible or hiding something. It's really a different type of tool that does not fit well in any of the usual menus. The most appropriate menu would probably be the "Tools" menu, though as most installations do not have the Tools menu it may be better to squeeze it into a slightly ill-fitting menu. If it were in the View menu I think that many users would find it to be in the way of normal Audacity usage. At least in the Help menu it is out of the way most of the time. One would hope (possibly in vain) that when a user is most likely to need it they will look in the Help menu.
