Is there any mileage as a short term fix to have a Preference to disable
export of tags? So that whatever tags the MP3 comes in with, it goes out 
with, as of the time before we had a tag editor?

The main complaint I think is from those who prefer to split a long track by 
defining and exporting sections of it one at a time. This may be because they
don't like export multiple, or want to export non-contiguous sections and
don't realise that export multiple can do this. At any rate they currently have 
to bring up the Edit ID3 tags dialogue manually with every export.

Dominic, what was your reasoning why you would not want the tag editor to
appear on subsequent exports? It *would* help if you were importing an MP3
which already had tags, editing, exporting, then repeating this process, as the
user probably would not want to change the tags - except that Audacity is 
going to mess it up by always writing the tags of the first MP3 that was 
imported. So even there it might help if the dialogue did appear, unless we do
or can make a Preference to leave existing tags alone?

Apart from that, what scenario is there where a user is creating MP3s and would
want to export second and subsequent MP3s with every tag the same as they 
were on the first export? About all I can think of is trying out MP3s for quality 
at different bitrates, but this cannot be a typical activity. 

I think by default the dialogue should always appear when you export an MP3
as per Audacity 1.2.3, perhaps with an option to have it not appear on subsequent 
exports if a case can be given where that is useful. Otherwise, it should always
appear, with either a Preference to have it not appear at all, or if possible a
Preference for it to not appear at all *and* simply leave the current state of the 
tags (empty or otherwise) as they are (until each imported/created track can 
carry its own tags).
