Gale I (think I) tried this and compared to other Windows apps that happened to be open. The behaviour of Audacity seems consistent with them and does what I would expect. I (think I) see what you are saying: ALT+C highlights the top item, mouse-clicking 'Effect' does not. This appears to be the norm on Windows, I don't know about other platforms. Have I understood you correctly? I also tried it with that annoying 'narrator' chappy. He announces the top menu item when I keyboard to the menu, which I think is useful. He does not when I mouse to the menu, as nothing is selected, also expected behaviour. I can't see the problem here.
