Also, one could argue (I'm not sure I do) that the "Process" and "Close" buttons are not necessarily on the same logical layer. "Process" could move next to "Add/Remove/Rename/Edit", because it belongs to the chain which is currently selected. "Close" is separate, because it affects the whole dialog.
