I don't think this is as intuitive as could be, but you can double-click
either the output or input slider (or set the "Adjust output gain" and
"Adjust input gain" keyboard shortcut in the Keyboard Preferences,
under "Command"). This gives you a larger slider and a text input for
a more accurate value. To what extent this accuracy is reflected in
the sound sent to or from the device depends on the device.
