You have unwittingly enabled "Snap To". This means the selection must be an
exact unit of length or the cursor must be placed at an exact unit of time
according to the current Selection Format (which is seconds by default). In
Audacity 1.2 you can turn off Snap To at Edit > Snap-To > Snap Off. If you
are using Audacity 1.3.13 Beta (strongly recommended for Windows 7),
uncheck "Snap To" in Selection Toolbar bottom left of the Audacity window.
