| I'm wondering if i can convert a standard wav file to a PCM 16 bit file
Set the "uncompressed export format" to WAV Microsoft 16 bit PCM
at Edit > Preferences > File Formats tab.

Set the Project Rate button bottom left of the Audacity screen to 8000 (Hz) if
that is what you mean. You cannot generally set sample rates on consumer
equipment to more than 96000 Hz (96 KHz).
