Would it be terribly difficule to add .amr file writeout
to audacity? Is the code to do this actually in QuickTime
so it would be just adding a menu item, or perhaps a plugin?

Anything that is based on quicktime wouldn't be portable to the other
platforms where audacity is used (no QuickTime for Linux / Unix / BSD,
and you can't call QuickTime for Windows as a library), so it isn't that
There is open-source AMR file format support in ffmpeg, so it would be
possible to add support, although because it is an obscure and not
widely-used format, it is not a priority.
