You are trying to play back audio at a sample rate or bit depth that the sound device is incapable of playing, or for some other reason, audacity cannot access the sound card.
The commonest cause for this is that you have accidentally selected your modem as your sound playback device rather than your sound card. This setting can be foudn on the Audio I/O tab of the preferences.
It is also possible that your sound card drivers have been damaged by some other software installation, and you need to re-install them.
Lastly, it may be that some other application has locked exclusive use of the sound card, and so is preventing audacity from using it.
