If Audacity had JACK support, then you could probably do this kind of
realtime effect with JACK Rack, Jamin, and probably a few other
programs too. JACK is being ported to OS X, but I'm not aware that
anyone is porting it to Windows.
I'd be interested to know if any of the Audacity developers would
consider accepting sponsorship to work on robust JACK support. I'm
sure it's a feature that a lot of Linux users would appreciate.
(One thing I don't fully understand is how Portaudio applications
would interact with JACK, given that JACK can use either an ALSA or
Portaudio driver. Presumably Portaudio applications should able to
access JACK like any other client, and the choice of driver only
affects the interaction between JACK and the soundcard).
