I'm compiling using Visual Studio 2008 on Vista.
I didn't dig that deeply into how the various effects handle the track and
time selections, but offhand I could see someone might select a single track
with zero duration selection (click on the track), and then expect it to
select all time on that selected track, and apply the effect(s) only to the
single track. I didn't see any precedent for that behavior, though.
Applying a single effect right now does the same thing as applying a chain,
selecting all time on all tracks if zero time is selected on a single track.
