Just trying to be helpful here. They should of posted here what they posted on github, 'this project is no longer user level supported'. The version of php it runs on 7.2.4 is quite old and running this on the internet would not be advisable. Just want to make people aware of the security risk here who may not otherwise understand. There may also be legal/liability issues associated with this. If somebody could get it to 8.x that would be great as it appears to be popular.

This LMS was one of the old, well-researched Learning systems to be deployed on the PHP/mySQL ecosystem... I've taken tremendous help from this project to complete my undergrad project profiles based on eLearning -modules design and dev. thanks to ATutor developers !!
