[Atcollab-general] Parsing Elegant and Tracy files in pyAT

Hi all,

Just a note to say that I have added the capability to parse Elegant and Tracy lattice definition files in pyAT. If anyone is interested in this and has some lattice files that I can test with that will help me make the parsers more robust. Otherwise this will be included in the next release of pyAT.
