Summary: Ability to "rerate" calls

Initial Comment:
We need the ability to mark calls in the asterisk cdr database as not billed and have them deleted from the astpp cdr database.  This should be done via a button from the webpage.  We should be able to specify the date range.  This will ONLY apply to calls with a status of 0.  The calls will be rated again when the rating engine cycles.
