bill on allocation = yes deducts the charges, and when its no it doesn't deduct not even after first use

Now its not working, Bill on Allocation = yes or no doesnt have any effect. The DID is being billed on allocation regardless of the setting.

Are you sure on that? I just tested it on my devel box and if it's set to not bill on allocation then only the setup charge is billed on allocation. I've not yet tested to make sure that it ever bills if it's set to not bill on allocation.

Have you tested this one recently?  The last input from you is 2 months
ago and it appears to all be working on my side.
