fxotune should run after zaptel is loaded.  It should check for some 
files then execute if those files are found (I forget if it's in /etc/ 
or /etc/asterisk ).  /etc/init.d/zaptel should load it though.

Basically what it does is read a set of variables to set the echo 
cancellation for the card.
