modem.conf is used by isdn4linux. mISDN is a kind of successor of isdn4linux. Read http://www.voip-info.org/wiki/index.php?page=Asterisk+ISDN4Linux I can only suggest that you go for iaxmodem+hylafax. That is the best solution.
